Farouq Sultan, head of Egypt's Supreme Presidential Elections Commission (SPEC), on Monday announced that procedures for determining final vote counts in Egypt's recently concluded presidential runoff were still underway in 14 governorates.

Sultan stressed that vote-counting procedures had only been completed in 13 out of Egypt's 27 governorates. He pointed out that final results – or speculation as to the winner – could not be announced until all vote tallies had been gathered from the governorates and double-checked according to SPEC procedures and all appeals had been examined.

On Monday, SPEC Secretary-General Hatem Bagato, at a press conference at Egypt's foreign affairs ministry headquarters in Cairo, announced final results of the expatriate vote. Those results were as follows:

In Riyadh, Saudi Arabia, Muslim Brotherhood candidate Mohamed Morsi received 76,517 votes, while last Mubarak-era premier Ahmed Shafiq received 7,987.

Bagato noted that a Shafiq representative in Riyadh had requested that some 3,000 votes be voided. Of these, however, only 12 were voided by SPEC officials.

In Muscat, Oman, Morsi received 4,054 votes, Shafiq 1,181. Out of a total of 5,343 votes, 108 were voided.

In Sana'a, Yemen, Morsi received 208 votes, Shafiq 59. Nine out of 276 votes were voided.

In Tripoli, Libya, Morsi received 310 votes, Shafiq 177. Of a total of 501 votes, 14 were voided.

In Algeria, Morsi received 166 votes, Shafiq 139. Out of 323 votes, 18 were voided.

In Manama, Bahrain, Morsi received 2,799 votes, Shafiq 758. Out of 3,680 votes cast, 123 were voided.

In Nouakchott, Mauritania, Morsi received 19 votes, Shafiq 12. Two out of a total of 33 votes cast were voided.

In Tunisia, Morsi received 21 votes, Shafiq 53. Out of 87 votes, 13 were voided.

In Rabat, Morocco, Morsi received 54 votes, Shafiq 41. Out of 108 votes cast, 13 were voided.

In Beirut, Lebanon, Morsi received 132 votes, Shafiq 169.

In Baghdad, Iraq, Morsi received 20 votes, Shafiq 18.

In Amman, Jordan, Morsi received 856 votes, Shafiq 407.

In Khartoum, Sudan, Morsi received 442 votes, Shafiq 170.

In Damascus, Syria, Morsi received 11 votes, Shafiq 32.

In Ramallah, Palestine, Morsi received eight votes, Shafiq 17.

In Nairobi, Kenya, Morsi received 48 votes, Shafiq 55.

In Mauritius, Shafiq received seven votes, Morsi three.

In Asmara, Eritrea, Shafiq received nine votes, Morsi one.

In Chad, Morsi received 38 votes, Shafiq 13.

At Monday's press conference, Bagato stated that Egypt had dispatched 140 delegations abroad to supervise expatriate voting, noting that only two polling stations overseas had encountered problems.
