President Mohamed Morsi's visit to Rafah, the border post between Egypt and the Gaza Strip, is first since the attack on Egyptian border guards by unknown assailants Sunday night.
The president, who travelled via a military plane, plans to honour the families of the victims and injured soldiers.
Earlier on Monday, Morsi called for three days of mourning for the victims of the attack.
On Sunday evening, attacks by unknown assailants on Egyptian border guards in Sinai left at least 16 dead and seven injured.
According to media reports on Sunday evening, the attack involved a military vehicle, reportedly hijacked earlier, which exploded around 7pm. Others were injured after the attackers opened fire on them.
Authorities responded by launching investigations into the attack. No group has claimed responsibility yet.
