The liberal Constitution Party, headed by Mohamed ElBaradei, has blamed President Mohamed Morsi, the Freedom and Justice Party (FJP) and the interior minister for the killing of protesters in recent days.

In a statement issued after President Morsi addressed the nation on Sunday, the party made four recommendations on how to solve the latest round of political strife in Egypt.

The party called for the suspension of the constitution and the formation of a "neutral cabinet," headed by a person who represents all Egyptians, to replace the "current failed administration."

It also demanded the appointment of a new prosecutor-general "who works for the entire nation not just the Muslim Brotherhood." The current prosecutor-general, Talaat Abdullah, was appointed by President Morsi via his constitutional declaration in November.

In addition, the party called for "stopping the impoverishing measures taking place due to pressure from the International Monetary Fund (IMF)."

Egyptian Prime Minister Hisham Qandil is currently holding talks with the IMF to secure a loan that might force cuts to food and energy subsidies.

The party did not say if it would attend national dialogue talks proposed by President Morsi on Sunday.

However, in a comment on Twitter ElBaradei said, "Any discussion will be a waste of time without the president taking responsibility for the clashes, promising to form a government of national salvation and forming a committee to amend the constitution."
