President Mohamed Morsi will discuss the Ethiopian dam crisis with key Egyptian ministers on Thursday.
Foreign Minister Mohamed Kamel Amr and Water Resources Minister Mohamed Bahaaeddin will attend the meeting.
Ethiopia announced on Tuesday that it had begun work to divert the Blue Nile to build a huge hydroelectric dam.
The move raised concerns in Egypt and Sudan that the flow of the Nile River could be disrupted.
A report on the possible impact of the dam will be released on Thursday by a committee of specialists from Egypt, Sudan and Ethiopia.
The Blue Nile provides Egypt with the lion's share of its annual 55 billion cubic metres of water from the river.
