Born in 1949, Ibrahim Mahlab was minister of housing in the recently resigned Hazem El-Beblawi government. He is also former chairman of the board of directors of the Egyptian-run Arab Contractors Company, one of the leading construction companies in the Middle East and Africa.

Originally appointed by Mubarak-era minister of housing Ibrahim Soliman – who is currently in jail pending trial on corruption charges – Mahlab headed the Arab Contractors for 11 years before resigning in September 2012.

Under Mahlab's leadership, the company carried out major projects in Cairo, including the construction of major bridges.

Mahlab was an appointed member of the Shura Council (Parliament Upper House) in 2010 under ousted president Hosni Mubarak. He was also member of the policies committee at the former ruling, and now dissolved, National Democratic Party (NDP).

He graduated with a degree in engineering from Cairo University in 1972.
