Parliament to issue new Constituent Assembly law Monday

The speaker of parliament says new Constituent Assembly regulations will be issued Monday after multi-party negotiations reached consensus Wednesday

Parliament Speaker Saad El-Katatni said parliament will hold an early morning meeting Monday to issue the law that will contain membership criteria for the Constituent Assembly tasked with writing a new Egyptian constitution.

El-Katatni further said, in a news conference Saturday morning, that both houses of parliament (the People's Assembly and Shura Council) will convene Tuesday to elect the members of the Constituent Assembly according to the new law, as was stated Thursday by head of the ruling Supreme Council of the Armed Forces (SCAF) Field Marshal Hussein Tantawi.

On Wednesday, an agreement was reached between political parties that represented in parliament on the final structure of the 100-member Constituent Assembly. SCAF had on Tuesday given political parties a 48-hour deadline to agree on the makeup of a new assembly, threatening to amend the March 2011 Constitutional Declaration if negotiations failed. No detail was given on what that might entai.

Wednesday's agreement put an end to the weeks-long rift between Islamist and non-Islamist parties since the latter accused the Muslim Brotherhood and other Islamist parties of dominating the Constituent Assembly when 66 Islamist members were elected by the Islamist-majority parliament in March.

Non-Islamists staged a mass walkout from the assembly in protest. In early April, a Supreme Administrative Court ruling annulled the assembly.
