The president will not be the head of the police force under Egypt's new constitution, according to Salah Abdel-Maksoud, a member of the 'system of governance committee' on the constituent assembly.

The new constitution will state that the police is "a civil body whose allegiance should be to the constitution and the rule of law," Abdel-Maksoud added.

The committee had also agreed that the police "Should carry out its responsibilities by serving the citizens and ensuring their security, while also upholding their rights and ensuring their personal dignity, which it is legally obligated to do by law," he said.  

Meanwhile, Noureddin Ali, a committee member, stated that under the new constitution citizens would elect city, district and village heads. The judiciary will oversee such elections, he added.

Such positions were appointed under the previous regime.

In addition, local councils will only be disbanded with parliamentary approval.  

In late August, a constituent assembly member predicted the draft constitution would be finished in October and put to a public referendum in November.
