Interim president media adviser says 'competence' main factor in designating ministerial posts, Brotherhood and Nour Party offered portfolios

Egypt's interim presidential media advisor Ahmed El-Muslimani said in a press conference on Tuesday that ministerial posts will not be handled as "spoils" and that all appointments will be based on competence.

Egypt's Interim President Adly Mansour appointed liberal economist Hazem El-Beblawi as prime minister after former president Mohamed Morsi was deposed by the military following mass protests calling for early presidential elections.

El-Beblawi is still in the process of forming the cabinet, though several candidates have accepted offers for posts including the ministers of finance, investment, culture and foreign affairs.

El-Muslimani also stressed that appointing young ministers is a priority, but said that giving the youth a chance will not overshadow the need for competent candidates.

The Muslim Brotherhood's Freedom and Justice Party and the Salafist El-Nour Party weren't excluded for picks in the transitional government, El-Muslimani said, but had been offered portfolios. He said El-Beblawi will explain these offers in more detail after the government's formation.

The Brotherhood rejected offers to join the interim government last week, asserting that Morsi is still the legitimate president and vowing to continue protests until he is reinstated.
