French President Emmanuel Macron called on Russia to favour dialogue in Belarus after a call with Russian President Vladimir Putin, Macron's office said on Tuesday.
Belarus has been convulsed by protest and seen a violent crackdowns since an Aug. 9 presidential election in which incumbent President Alexander Lukashenko claimed victory that the country's opposition labelled a fraud.
European Union leaders are due to meet on Wednesday to discuss possible sanctions against Belarus.
