"We have repeatedly asked for the roll but to this day we have not had a reply," an EU diplomat told AFP on condition of anonymity.
During a press conference in Algiers on 2 May, mission chief Jose Ignacio Salafranca said he had asked Interior Minister Daho Ould Kablia for the registry. The minister had replied that he would inquire but had given a positive signal, Salafranca said at the time.
Turnout is expected to be low in Thursday's vote, amid widespread distrust of the governing coalition and suspicion of fraud. Close to two thirds of the electorate abstained in the previous parliamentary polls in 2007.
The regime has tried to assuage fears of rigging by inviting some 500 foreign election observers, including around 140 from the Europeqn Union and 200 from the African Union.
