The Turkish parliament's green-light for cross-border operations in neighbouring Syria is not a war mandate, said the deputy prime ministry in televised remarks.

"This mandate is not a war mandate," Besir Atalay said shortly after parliament authorised military operations against targets in Syria, adding that the mandate would have a deterrent effect.
