EU offers to help new Libyan administration

The European Union says it will help Libya's transitional administration carry out necessary reforms 'in the months and years ahead'

EU spokesman Michael Mann said Monday that Libya is at the beginning of a long process of transition. He said that the EU would continue supporting reforms designed to lead to democracy in the North African country.

Mann called on Libyan strongman Muammar Gaddafi to relinquish power immediately to avoid further bloodshed. The 27-nation bloc has recognized the opposition National Transition Council as Libya's legitimate government.
