Moscow invites 33 Syrian groups to Nov. 18 peace congress in Russia

Russia on Tuesday invited 33 Syrian groups and political parties to attend what it called a "Syrian Congress on National Dialogue" which it is organising in the Russian Black Sea resort of Sochi on Nov. 18.

The list of invitees was published on the Russian Foreign Ministry's website.

Russian officials have suggested they hope the congress can consider what a new constitution for Syria might look like and discuss possible political reforms.
