President Morsi will meet German Chancellor Angela Merkel on Wednesday to discuss German support for the Egyptian economy.
They will also discuss boosting trade between the two countries which currently stands at 4 billion euros per year.
Egypt's ambassador to Germany, Mohamed Hegazy, said the president will give a speech at the Forum of Egyptian-German Businessman about the government's efforts to boost investment as a means of economic reform.
The launch of a joint Egyptian-German committee to develop economic relations between the two countries is expected to take place at the forum, Hegazy added.
An agreement will be signed at the forum with the German Desertec Institute to support the growth of solar energy in Egypt and North Africa.
Afterwards, the president will meet the leader of the German Parliament and the leaders of various parliamentary committees.
He will also discuss political changes in Egypt and the Arab world with 250 leading German thinkers and politicians at the Körber Foundation.
The European Union previously announced a 5-billion-euro offer to Egypt to shore up its ailing economy and support the democratic transition.
European Union President Herman Van Rompuy stressed during a visit to Cairo in December that agreement on a proposed $4.8 billion IMF loan would serve to encourage additional European financial support.
