The 'Mighty Bulls' from Harare finished level on 66 points with defending champions Dynamos, who defeated Black Mambas 1-0, but topped the table on goal difference.
Motor Action and Dynamos qualify for the 2011 African Champions League as Zimbabwe are among 12 countries entitled on merit to two places in the premier CAF club championship.
Coached by former national team fullback Joey Antipas, Motor Action were formed in 2000 and although based in the Zimbabwe capital, fulfil many home fixtures in eastern border city Mutare.
