Fans were reported to have surged for shelter in a covered grandstand when rain fell before a qualifier against Seychelles at Nyayo National Stadium in Nairobi last November.

FIFA says its disciplinary committee ruled that Football Kenya Federation “failed to take all the necessary safety precautions” and was liable for “improper conduct among spectators.”

FIFA fined the FKF 12,000 Swiss francs ($13,170; ?9,950) and warned that future sanctions could including deducting points.

Kenya begins an African second-round qualifying group on June 1 at home to Malawi. The group includes Nigeria and Namibia.
