Run-offs for the second stage of Egypt's House of Representatives elections have kicked off on Thursday for expats in 124 countries, 9am local time of each country.

Voters will elect contestants for individual seats in 13 governorates, including Cairo.

Egyptian expats are to print their ballot papers, available on the Egyptian National Elections Authority's (NEA) website, on Thursday and Friday.

Ballots will be mailed to embassies on Saturday, Sunday, and Monday.

Egypt’s foreign ministry has urged nationals abroad, who had already registered their names before the onset of the elections, from 27 September to 10 October, to visit the NEA website on Thursday and Friday to fill out and print their ballots.

According to the NEA, ballot papers must be placed in envelopes with a voter declaration, photocopies of the voter’s national ID card or passport, and residency documents. The papers must be sent via express mail to the electoral committee of their country’s diplomatic mission during the following three days.

The run-off of the second stage, which includes constituencies of 13 out of 27 governorates, will be limited to candidates running under the individual system who will compete for the 101 remaining seats after securing 42 individual seats during the first round.

The 142 seats reserved for candidates running under the party list system were swept in majority by the electoral list led by pro-government Mostaqbal Watan Party (The Future of Homeland) in the first round.

The governorates of the second stage are Cairo, Qalioubiya, Daqahliya, Menoufiya, Gharbiya, Kafr El-Sheikh, Sharqiya, Damietta, Port Said, Ismailia, Suez, North Sinai and South Sinai.

A domestic vote for the second stage run-off will be held on 7-8 December, with the final results to be announced on 14 December.

The 596-seat assembly is chosen equally in two stages via the individual candidacy and closed party list systems, while 28 seats (five percent) will be named by the president, as per the recent amendments to the elections law.

On Monday, the NEA announced the results of the run-off of the parliamentary elections' first stage held earlier this month.
