Obama proposes $5 billion counter-terrorism fund

President Barack Obama called Wednesday for a $5 billion fund to support US partners on the front lines in the fight against terrorism.

In a speech at the US Military Academy at West Point, Obama urged Congress to get behind such an initiative "which will allow us to train, build capacity and facilitate partner countries on the front lines."
