According to the Egyptian Armed Forces, the United States, Democratic Republic of Congo and Bahrain are participating in the exercise as observers.

Experts from the Red Crescent will also participate in the training to establish respect for the international humanitarian laws governing armed conflicts.

The first phase of the training includes the opening ceremony, procedures for the integration and familiarisation of the participating units to unify concepts and an exhibition of weapons and equipment used in the training, as well as lectures in the fields of cybersecurity and international humanitarian laws.

The joint military exercise will continue for several days at Mohamed Naguib Military base and other training areas in the Northern Military zone.

In September 2021, the previous edition of the exercise, Hercules-21, was held in Greece with the participation of Greece, Egypt and UAE.
