"The Premier League [the clubs' association] played an important role last season as we all saw a stronger competition in comparison to previous seasons, and we will have more time in the new season to do more," Sarwat Sweilam told etc TV channel.
"We will soon establish a disciplinary committee and we could also announce in Sunday's draw the raising of the number of fans who are permitted to attend league matches."
Few thousand supporters have been allowed to attend league games in the past two seasons as a precautionary measure since the start of the coronavirus pandemic.
On Sunday, Egyptian Football Association (EFA) board member Amer Hussein said that the new season will start on 17 or 18 October, adding that the competition will continue during the World Cup as normal. The World Cup will be played from 20 November to 18 December in Qatar.
Zamalek were crowned Egyptian Premier League champions last term for a second consecutive season.
