Despite a 1-0 loss at home, USM Algiers emerged victorious thanks to the away goal rule, following their 2-1 away win at Dar-es-Salaam Stadium last week.
Djuma Shabani opened the scoring from the penalty spot as early as the seventh minute, dampening the spirits of the enthusiastic crowd at the 5 July Stadium.
The hosts adopted a defensive approach, fortifying their lines to protect their advantage, and managed to hold on until the final whistle.
With a history spanning 85 years, USM Algiers claim their first-ever African title, surpassing their previous best achievement of reaching the final of the Champions League in 2015.
They can have a chance for another trophy when they take on the Champions League winner in the Super Cup game.
