The two players, who play for Salernitana and Middlesbrough respectively, had joined the training camp despite their injuries but were unable to recover in time for the tournament.
Senegal coach Aliou Cisse had initially called up Dia and Gomis with hopes of their timely recovery, but unfortunately, it did not materialize. Instead, Cisse has included Bamba Dieng and Alfred Gomis, both from struggling French side Lorient, in the squad.
Bamba Dieng has already made 12 appearances for Senegal, including five matches in the previous edition of the Nations Cup.
On the other hand, goalkeeper Alfred Gomis has represented his nation in 16 international games.
As the defending champions, Senegal will kick off their Nations Cup campaign on Monday against Gambia in Yamoussoukro.
They have been drawn in Group C along with Cameroon, Guinea, and Gambia.
