Who is Who: Meet 20 fresh faces in Egypt new cabinet

Twenty new ministers were sworn in on Wednesday before President Abdel-Fattah El-Sisi as part of a major overhaul in a new 30-minister cabinet led by Prime Minister Mostafa Madbouly.

Meet 20 fresh faces

This is the fourth cabinet overhaul under the premiership of Madbouly, 58, since he was first appointed prime minister in June 2018.

The most recent cabinet overhaul happened in August 2022 and comprised 13 portfolios.

Below are the 20 new faces in Madbouly's government overhaul

General Abdel-Meguid Saqr
 

General Abdel-Meguid Saqr took the oath before President Abdel-Fattah El-Sisi on Wednesday as the Minister of Defence and Military Production.

General Saqr succeeded General Mohamed Zaki, who has held the post since June 2018.

In September 2018, Saqr was appointed as the Governor of Suez.  

He held several positions, including Assistant to the Minister of Defence and Chief of Military Police.

General Saqr received numerous awards and medals, including the Military Duty Decoration (First Class) and the Long Service and Good Conduct Medal.  

He holds a Bachelor's from the Military Academy and a Master's in Military Sciences from the Nasser Military Academy.

Badr Abdelatty
 

Badr Abdelatty, a 58-year-old career diplomat, took the oath as Minister of Foreign Affairs and Emigration and Expatriate Affairs, replacing Sameh Shoukry of Foreign Affairs and Soha Gendi of Emigration and Expatriate Affairs.

With a diplomatic career spanning nearly 35 years, Abdelatty began his professional journey in 1987 as a researcher at the Al-Ahram Centre for Political and Strategic Studies (ACPSS) from 1987 to 1989.

He joined the diplomatic service in 1989 as an attaché at the Ministry of Foreign Affairs until 1991.

Abdelatty rose through the ranks in the diplomatic corps, eventually serving as Egypt's Ambassador to Belgium, Luxembourg, and the European Union since 2022.

He also served as Egypt's Ambassador to Germany from 2015 to 2019.

Between 2013 and 2015, Abdelatty served as Deputy Assistant Minister of Foreign Affairs, Spokesperson for the Ministry of Foreign Affairs, and Director of the Public Diplomacy Department at the Ministry of Foreign Affairs.

He served as Deputy Assistant Minister of Foreign Affairs for EU and Western European Affairs from 2012 to 2013.

From 2008-2007, Abdelatty served as the Director of Palestinian Affairs at the foreign ministry.

He also held various positions in Egyptian embassies abroad, including in the US, Japan, and Israel.

Ahmed Hanno
 

Ahmed Hanno succeeded Nevine El-Kilany as the Minister of Culture.

El-Kilany has served as the Minister of Culture since 14 August 2022.

Hanno, 56, holds a Bachelor’s in Graphic Art and Design from Cairo University, specializing in Illustration and Animation Film.

He obtained a Master’s in Experimental Animation Films from Cairo University in 1997.

Hanno is considered one of the founders of the National Galala University (GU), where he served in many posts, including Vice President for Student Affairs and Dean of the Faculty of Art and Design.

He previously served as the Dean of the Faculty of Fine Arts at Helwan University.

Hanno received a PhD in Art Philosophy, specializing in visual communication and animation film creativity, through a scholarship from the German Exchange Program DAAD, at Germany’s Kassel University.

Sherif El-Sherbiny 
 

Sherif El-Sherbiny has replaced Assem El-Gazzar as Minister of Housing, Utilities, and Urban Communities.

El-Gazzar has served as the Minister of Housing, Utilities, and Urban Communities since February 2019.

El-Sherbiny was Head of the New Administrative Capital Authority from 2021 until 2 July 2024.

Between 2018 and 2019, he served as Head of the Shorouk City Authority and then took the helm as the head of the 6th of October City Authority from 2019 to 2021.

He was also the Deputy Head of Badr City Authority from 2015 until 2017.

El-Sherbiny earned his Bachelor’s in Civil Engineering in 2005 and worked in the Utilities and Designs Departments at the New Urban Communities Authority.

Karim Badawi
 

Engineer Karim Badawi has replaced Tarek El-Molla as Minister of Petroleum and Mineral Resources.

El-Molla has served in this post since June 2015.

Badawi has worked at the American oilfield services company SLB (formerly Schlumberger), where he has served as Managing Director for Egypt and East Mediterranean since 2018 and Director of New Energy for the Middle East and North Africa since 2003. 

He is credited for managing vital projects in petroleum and gas, carbon emission reduction, clean energy systems, and environmental balance.

Badawi graduated with a Bachelor's in Mechanical Engineering from the American University in Cairo in 1995 and holds a Master’s in Mechanical Engineering from Cairo University and another in Business Administration from Erasmus University Rotterdam in the Netherlands.

Manal Awad Mikhail  
 

Manal Awad Mikhail, 57, took the constitutional oath before President El-Sisi on Wednesday as the first female Minister of Local Development, replacing Hisham Amna, who has held the post since 14 August 2022.

Mikhail served as the first female Governor of Damietta from 1 September 2018 until July 2024.  

She was also Deputy Governor of Giza for Community Affairs and Environmental Development from 7 February 2015 to 30 August 2018, managing issues related to NGOs, slum development, rural development, women’s affairs, literacy, and coordination with the governor's deputies and relevant authorities. 

She earned a Bachelor's in Veterinary Medical Sciences from Benha University in 1989; a Master's in Veterinary Medical Sciences from Alexandria University in 1995; and a PhD in Veterinary Medical Sciences from Alexandria University in 1999. 

Mikhail received the State Encouragement Award in Agricultural Sciences in 2007. 

She has served as Deputy Governor of Giza for Community Service and Environmental Development since 2015 and as Deputy Director of the Veterinary Serum and Vaccine Research Institute (VSVRI) at the Ministry of Agriculture.

Her achievements include contributions to Giza becoming the first Egyptian city to join UNESCO’s Learning Cities programme in 2016, for which she received the UNESCO's Learning Cities Award in 2017.

In January 2019, she was named one of the 50 most influential women for her contributions to local economic development, according to a report by the Top 50 Women Forum and Amwal Al-Ghad magazine.  

Additionally, she was recognized as one of the most inspiring Arab women by UN-Habitat.

Damietta won several accolades under her leadership, including the UNESCO Learning Cities Award in 2021 and multiple government excellence awards in 2023. 

Usama Alazhary
 

Sheikh Usama Alazhary is replacing Sheikh Mokhtar Gomaa as Minister of Religious Endowments.

Gomaa served as the Minister of Religious Endowments since 17 July 2013.

Alazhary, 48, graduated from Al-Azhar University as a religious scholar. 

He teaches Hadith, Logic, and Islamic Creed at Al-Azhar Mosque in Cairo.

He also holds a teaching post in the Faculty of Usul Al-Din and Da‘wah at Al-Azhar University.

Alazhary served as an Adviser to the President for Religious Affairs from October 2014 until July 2024.

Mohamed Gobran
 

Mohamed Gobran, 58, replaced Hassan Shehata as the Minister of Labour.

Shehata has served as Minister of Labour since 14 August 2022.

A veteran trade unionist for 30 years, Gobran was elected President of the General Trade Union for Petroleum Workers in 2018.

He has served as President of the Egyptian Trade Union Federation (ETUF) since 2022.

Gobran holds a Bachelor's in Commerce.

He was a member of the Board of Directors of vital state institutions, including the National Wages Council (NWC) and the Emergency Subsidy Fund for supporting workers.

Mohamed Abdel-Latif
 

Mohamed Abdel-Latif took the oath before the president as Minister of Education and Technical Education, replacing Reda Hegazy.

Hegazy's tenure as Minister of Education and Technical Education began on 13 August 2022, after a cabinet reshuffle.

Abdel-Latif served in several educational posts, including as the CEO of Advanced Education, which specializes in establishing and developing schools in the Middle East.

He also served as the CEO of NIS Schools Group.

Notably, Abdel-Latif is the grandson of Marshal Ahmed Ismail, the Minister of War during the 6th of October 1973 War.

Abdel-Latif holds a Master’s in Educational Development from Lawrence University in the United States in 2012.

He also has a PhD in Educational Management and Development from Cardiff City University in the US in 2014, where he focused on restructuring educational systems in developing countries.

Ahmed Kouchouk
 

Ahmed Kouchouk took the oath as Minister of Finance, replacing Mohamed Maait.

Maait has served as Minister of Finance since June 2018.

Kouchouk has served as Deputy Finance Minister for financial policies since March 2016 and as an Economic Expert at the World Bank in Cairo since June 2013.

From May 2011 to 2013, he served as the Deputy Assistant Minister of Finance for the Deauville Partnership, a partnership established by the G8 in 2011 to assist Arab countries.

Kouchouk graduated with a Bachelor's in Economics from the American University in Cairo in 1998, and in 2002, he earned a Master's in Economics from the University of Yorkshire in the UK.

He also obtained a Master’s in 2010 from the John F. Kennedy School of Government at Harvard University.

Sherif Farouk
 

Sherif Farouk took the oath before President El-Sisi as Minister of Supply and Internal Trade, replacing Ali Moselhi.

Moselhi's tenure as Minister of Supply and Internal Trade began on 16 February 2017.

Farouk, a veteran banker in the private sector, has been the chairman of Egypt Post since June 2020.

He served as the CEO of Nasser Social Bank from February 2017 until 2020.

Farouk graduated from Ain Shams University.

Maya Morsy
 

Maya Morsy was sworn in as Minister of Social Solidarity, replacing Nevine El-Qabbag, who has held the post since 13 December 2019.

Morsy, 50, has served as the President of the National Council for Women (NCW) since 2016. 

In 2022, Morsy was elected by UN member states to the United Nations Committee on the Elimination of Discrimination against Women (CEDAW) for the term spanning from 2023 to 2026. 

She earned a Bachelor's in Political Science from the American University in Cairo in 1995. 

Moreover, she obtained an MBA from the City University of Seattle in 1997 and a Master's in Public Administration from the same school in 1998. 

In 2008, Morsy got a PhD in Public Policy from the Institute of Arab Research and Studies in Cairo. 

She also served as the Regional Gender Team Leader for the Arab Region at the United Nations Development Programme (UNDP) from 2014 to 2015. 

In addition, she worked as a Project Coordinator at the United Nations Development Fund for Women (UNIFEM) from 1999 to 2000. 

Morsy also worked as a Consultant for the Girls Education and Empowerment Project at the Ministry of Education from 1998 to 1999. 

Earlier, she served as Project Officer in Egypt at the Sustainable Human Development Platform for Action and Monitoring from 1995 to 1998. 

Adnan El-Fangari
 

Judge Adnan Fangari took the oath as Minister of Justice, replacing Omar Marwan.

Marwan has served as Minister of Justice since 22 August 2022.

El-Fangari graduated from the Faculty of Law at Cairo University.

He has served as President of the Court of Appeal in Assiut since 2021.

Previously, he held the positions of President of the Court of Cassation in Alexandria and President of the Court of Cassation in Qena.

He also served as Deputy to the Public Prosecution for Inspection in the mid-2000s.

Mahmoud Esmat
 

Mahmoud Esmat took the oath as Minister of Electricity and Renewable Energy, replacing Mohamed Shaker.

Shaker has served as Minister of Electricity and Renewable Energy since March 2014.

Esmat has served as Minister of Public Business Sector since 13 August 2022.

He is a graduate of the Faculty of Engineering at Cairo University.

Furthermore, Esmat received a PhD in Engineering from Dalhousie University in Canada.

He served as the Chairman of the Board of Directors of the Airports Holding Company between 2014 and 2016 and as the Chairman of the Board of Directors of Cairo Airport from 2013 to 2014.

Hassan ElKhatib
 

Hassan ElKhatib took the oath as Minister of Investment and Foreign Trade, replacing Ahmed Samir, who has served as Minister of Trade and Industry since 14 August 2023.

ElKhatib is an economic expert with decades of professional experience in investment banking in Egypt, North Africa, Turkey, and Central and Eastern Europe.

He served as a Non-Executive Member of the Board of Directors of the Central Bank of Egypt and as a Non-Executive Member of the Board of Directors of the Sovereign Wealth Fund of Egypt from 2019 to 2023.

ElKhatib worked as Managing Director of Equity at the European Bank for Reconstruction and Development (EBRD) from 2014 to 2023.

He was the Director for the Southern Eastern Mediterranean Region, Industry Commerce and Agribusiness, at EBRD from June 2012 to March 2014.

Sherif Fathy
 

Sherif Fathy took oath as the Minister of Tourism and Antiquities, replacing Ahmed Issa.

Issa has been Minister of Tourism and Antiquities since 14 August 2022. 

Fathy served as the Minister of Civil Aviation in Sherif Ismail’s cabinet from March 2016 to June 2018.

He held numerous positions in various countries worldwide, including Regional Manager for KLM Royal Dutch Airlines and Northwest Airlines, and Regional Manager for the International Air Transport Association (IATA) in the Middle East and North Africa.

Fathy also served as Adviser to the Chairman of the Holding Company for EgyptAir; General Manager of Revenue Maximization and International Organizations at EgyptAir; Chairman of Air Cairo; and CEO of Air Arabia.

Mahmoud Fawzy
 

Mahmoud Fawzy took the oath as Minister of the Parliamentary and Legal Affairs and Political Communication, succeeding Alaa El-Din Fouad.

Fouad has served as the Minister of Parliamentary Affairs since 22 December 2019.

Fawzy obtained a Bachelor's in Law in 2000.

He earned a Master's in Private and Public Law in 2002. In 2009, he earned a Master's in International and Comparative Law from the Indiana University Maurer School of Law in the United States.

In October 2023, Fawzy resigned from his position as Deputy Head of the Council of State to direct the 2024 presidential campaign of President Abdel-Fattah El-Sisi.

He also presided over the Technical Secretariat in the National Dialogue.

Fawzy currently serves as the Secretary-General of the Supreme Council for Media Regulation.

Sameh ElHefny
 

Sameh ElHefny took the oath as Minister of Civil Aviation, replacing Abbas Helmy.

Helmy has served as the Minister of Civil Aviation since 13 August 2022.

ElHefny started his career as a pilot in Egypt’s flag carrier EgyptAir in 1988, becoming a distinguished aviator and instructor.

He served as the Chairman and CEO of EgyptAir from March 2014 to September 2015.

ElHefny served as the President of the Egyptian Civil Aviation Authority from January 2018 to January 2019 and as the Permanent Representative of Egypt in the International Civil Aviation Organization (ICAO) since January 2022.

Mohamed Shimy 
 

Mohamed Shimy was sworn in as Minister of Public Business Sector in Prime Minister Mostafa Madbouly's new cabinet, succeeding Mahmoud Esmat, who assumed the role of Minister of Electricity in the newly formed cabinet. 

Shimy has diverse professional experience managing companies within and outside the petroleum sector. He graduated from Ain Shams University with a degree in Electrical Engineering in 1985. 

According to his LinkedIn profile, Shimy's extensive career began in the petroleum sector, where he worked as a maintenance engineer and then as the Head of the Electrical and Control Devices Department at the Gulf of Suez Petroleum Company (GUPCO) from 1989 to 1998. 

He then joined Egypt Maintenance Company (EMC), another petroleum sector firm, where he spent 12 years progressing from Director of Technical Services to General Manager of Technical Services and, finally, Assistant Chairman for Technical Affairs. 

In 2009, Shimy was seconded from the Ministry of Petroleum to serve as Chairman and Managing Director of Cairo Metro Company for two years. 

He returned to the ministry in 2011 as Chairman and Managing Director of EMC for one year. 

Shimy later served as Chairman and Managing Director of PETROJET from 2012 to 2017.  

For eight months, he held the position of Undersecretary for Projects at the Ministry of Petroleum before returning to the sector to become Chairman and Managing Director of South Valley Egyptian Petroleum Holding Company (Ganope). 

He then moved to the construction sector, serving for two years as CEO and Managing Director of Concord for Engineering and Contracting, an Egyptian joint-stock company.

Most recently, since June 2023, Shimy has been the CEO of Cadence Energy and Engineering Consulting and Project Development. 

Alaa Farouk 
 

Alaa Farouk took the oath as the Minister of Agriculture and Land Reclamation, replacing El-Sayed El-Quseir, who has held the post since 2019.  

Farouk graduated from the Faculty of Commerce at Ain Shams University. 

In 2008, he joined the National Bank of Egypt and held several key positions.  

He served as Head of the Retail Products and Sales Group from 2016 to 2018, Head of Consumer Products Marketing and Alternative Channels from 2011 to 2016, Deputy Head of the Branch Group from 2010 to 2011, and Head of the Alexandria and Beheira Branches from 2009 to 2010.

He was also the CEO of the Retail Banking Group at the National Bank of Egypt. 

Additionally, Farouk served as Deputy Head of Branches at Barclays Bank and was a member of the Board of Directors of Alexandria Mineral Oils Company (AMOC).
