The 31-year-old, whose contract with the Premier League club Arsenal expired last June, found himself without a club after the Gunners opted not to extend his contract following a nine-year spell at the Emirates.
Currently representing the Egypt U-23 team at the Paris Olympics as one of the two senior players, Elneny's transfer details have not been disclosed by the UAE side.
Elneny, a product of Arab Contractors' youth teams, started his European career in the summer of 2013 after joining Swiss club Basel.
In January 2016, he made a move to the Premier League side Arsenal, making 161 appearances and scoring six goals during his tenure.
The international midfielder has 98 caps with the Pharaohs so far.
Al Jazira concluded the previous season in eighth place with 35 points, trailing champions Al-Wasl by 32 points.
