The talks, which follow a previous meeting two weeks prior, will involve high-level representatives from both factions, including Hamas' deputy chief Khalil Al-Hayya and Fatah’s deputy chief Mahmoud Al-Aloul.
The delegations are expected to engage in a series of meetings on Saturday, with Egyptian mediators facilitating the discussions.
Egyptian proposal for Gaza governance
According to Asharq News, the Egyptian proposal suggests forming a gubernatorial body for the Gaza Strip, named the "Community Committee to Support the People of Gaza."
This committee would handle civil affairs, provide and organize the distribution of humanitarian aid to the Palestinians in the Strip, and oversee the reopening of the Rafah border crossing between Gaza and Egypt.
In addition, it would initiate reconstruction efforts to address damage caused by the brutal Israeli aggression in Gaza.
During their previous talks, Hamas had proposed that the new committee operate under the collective oversight of all Palestinian factions, ensuring broad representation and collaboration, Asharq News reported.
Meanwhile, Fatah maintained that the committee should be integrated into the Palestinian government structure and officially established through a presidential decree by President Mahmoud Abbas, making the presidency and government its permanent reference points.
However, both sides agreed to return after studying the proposals with their leaders.
Gaza ceasefire
During the upcoming talks in Cairo, Hamas' delegation is set to meet with an official Egyptian delegation to discuss proposals for negotiations to halt the war in Gaza and exchange prisoners and detainees with Israel.
On Thursday, President Abdel-Fattah El-Sisi and CIA Chief William Burns discussed joint efforts to secure a truce in the Gaza Strip. They explored ways to advance talks for a ceasefire and the exchange of detainees.
During a meeting in Cairo, both sides also discussed ways to ensure immediate and full access to humanitarian aid, which Egypt considers a top priority given the deteriorating humanitarian situation in the besieged strip.
Last week, El-Sisi unveiled an Egyptian initiative for a two-day ceasefire in Gaza, in which four Israeli captives are exchanged for several Palestinian prisoners held in Israeli jails.
During a press conference in Cairo with his Algerian counterpart Abdelmadjid Tebboune, the Egyptian president said the initiative is a preliminary step towards a lengthier ceasefire.
Egypt, along with the US and Qatar, has been mediating indirect talks between Israel and Hamas to reach a ceasefire deal during the more-than-one-year Israeli war on Gaza.
However, Israel has rejected all the proposals and continued its military actions in the region.
