Ahly, the Champions League winners for the second consecutive year, and Confederation Cup champions Zamalek, have been shortlisted alongside Tunisian giants Esperance, Moroccan side RS Berkane, and South African club Sundowns.
El-Shahat was pivotal in Ahly's Champions League triumph, scoring five goals, while Shobeir, who filled in for the injured Mohamed El-Shennawy, impressively maintained nine consecutive clean sheets.
Zamalek's Ahmed 'Zizo' Sayed joins the list along with RS Berkane's Issoufou Dayo and Sundowns' goalkeeper Ronwen Williams for the Interclub Player of the Year honor.
Moreover, Shobeir's exceptional performances have also earned him a nomination for the title of the best goalkeeper on the continent.
Shobeir will face stiff competition for the best keeper award from Manchester United's Cameroonian shot-stopper Andre Onana, Angers' Ivorian Yahia Fofana, Stanley Nwabali from Chippa United in South Africa, and Ronwen Williams from Sundowns.
Ahly coach Marcel Koller has also been nominated for the Coach of the Year award after guiding the Red Devils to win the CAF Champions League.
The Swiss boss will compete with Portuguese coach Pedro Goncalves (Angola), Emerse Fae (Cote d'Ivoire), Frenchman Sebastien Desabre (DR Congo), and Belgian coach Hugo Broos (South Africa).
The Confederation of African Football (CAF) announced a preliminary list for the awards last month, with the ultimate winners set to be unveiled on December 16 in Marrakech, Morocco.
