The National Council for Artificial Intelligence (NCAI) has recently launched the second edition of Egypt’s National AI Strategy (2025-2030) amid unprecedented rising of AI presence globally, regionally and locally.

The strategy aims to accelerate the development of Digital Egypt, drive social and economic progress, and position Egypt as a regional leader in AI within Africa and the Arab world.

The second edition of Egypt’s National AI Strategy (2025-2030) is built on six key pillars, supported by 21 strategic initiatives to advance AI governance, foster innovation, enhance data infrastructure, strengthen the AI ecosystem, expand technological capabilities, and develop AI talent.

1. Governance 

  • Initiative 1: Establishing a national regulatory framework for AI in Egypt.
  • Initiative 2: Strengthening international collaboration and regulatory alignment on AI policies. 

2. Technology 

  • Initiative 3: Developing national AI models to address local challenges. 
  • Initiative 4: Expanding AI research and development resources. 
  • Initiative 5: Implementing a system for granting patents related to AI innovation. 

3. Data 

  • Initiative 6: Establishing comprehensive frameworks and standards for data governance. 
  • Initiative 7: Creating high-quality Arabic language datasets. 
  • Initiative 8: Developing open data platforms to facilitate data sharing. 
  • Initiative 9: Strengthening data privacy and security measures. 

4. Infrastructure 

  • Initiative 10: Developing a national data center to support AI applications. 
  • Initiative 11: Expanding AI cloud computing infrastructure and resources. 
  • Initiative 12: Enhancing 5G networks and emerging AI-driven technologies. 
  • Initiative 13: Creating investment models for data centre development. 

5. Ecosystem 

  • Initiative 14: Establishing a secure and efficient AI investment environment. 
  • Initiative 15: Creating collaboration platforms between academia, research institutions, and the private sector. 
  • Initiative 16: Supporting AI startups and fostering innovation. 
  • Initiative 17: Raising public awareness about AI advancements and applications. 

6. Skills 

  • Initiative 18: Developing AI talent and mobilizing experts. 
  • Initiative 19: Forming international AI academic alliances. 
  • Initiative 20: Implementing specialized AI training programs. 
  • Initiative 21: Establishing a national AI certification and accreditation system. 

These initiatives collectively aim to strengthen Egypt’s AI capabilities, drive economic and social progress, and position the country as a regional leader in AI development.
