The initiative aims to qualify and train young people in communications, information technology, and software, according to a statement by the Egyptian presidency.
It builds on President El-Sisi’s directives to support and qualify computer science graduates for the labour market, which he made during his visit to the Military Academy in December 2024.
The announcement was made during a meeting on Wednesday between President Abdel-Fattah El-Sisi, Prime Minister Mostafa Madbouly, Minister of Communications and Information Technology Amr Talaat, and Egyptian Military Academy Director Lieutenant General Ashraf Zahir.
The registration platform will launch after Eid Al-Fitr, and the applications will be digital. The Ministry of Communications and Information Technology (MCIT) will officially announce the opening date and procedures.
Minister Talaat emphasized that registration will be open to a diverse range of participants nationwide to ensure broad accessibility.
The statement added that the initiative aims to prepare young professionals for employment by offering training in high-demand fields such as artificial intelligence, programming, cybersecurity, digital design, and digital arts.
With an annual target of 5,000 students, the project is expected to cost around EGP 3 billion for accommodation and study spaces and EGP 1 billion annually for training programmes.
Moreover, the initiative will provide full residency for its beneficiaries in specially equipped facilities to facilitate training.
The statement also indicated that, per agreement with the Military Academy, the initiative will use the Heliopolis War College buildings for training after relocating them to the New Administrative Capital.
The programme includes technical training, personal development courses, English language instruction, and hands-on experience collaborating with leading international and local companies.
Furthermore, the initiative offers tracks leading to a master’s degree from prestigious global universities and specialized training courses ranging from four months to two years.

Meanwhile, President El-Sisi directed officials to ensure accuracy, transparency, and impartiality in the selection process. This will reinforce public confidence in the initiative and prepare beneficiaries for high-demand jobs in Egypt’s growing digital economy.
The president emphasized the need for specialized training in modern technologies, AI, and foreign languages, proposing a two-year master's programme at the academy in coordination with the MCIT and major tech companies.
