The defending champions will play the first leg in Pretoria on Saturday, with the second leg taking place at Cairo Stadium on Friday 25 April.
Typically, Egyptian authorities allow around 30,000 supporters to attend home games in continental competitions.
Earlier this week, Ahly requested that authorities permit fans to attend the Champions League clash against Sundowns at full capacity, highlighting the importance of a massive fan presence for this crucial game.
Ahly reached the semi-finals after defeating Sudanese side Al-Hilal 2-0 on aggregate (1-0, 0-1), while Sundowns advanced to the last four at the expense of Esperance de Tunis following a 1-0 win on aggregate (1-0, 0-0).
Ahly, who hold the record as 12-time African champions, have a negative record against their South African opponents, having failed to win any of their last seven confrontations (4 defeats, 3 draws).
Winners of the last two titles, Ahly hope for an unprecedented third consecutive title in the history of the continental competition.
