The United Nations fears that worsening conflict in Sudan could "deepen the fragmentation" of the country, the spokesman for Secretary-General Antonio Guterres said, one day after paramilitaries announced the formation of a rival government.

"We are extremely concerned about any further escalation in the Sudanese conflict, including steps which could deepen the fragmentation of the country and further entrench the crisis," said the spokesman, Stephane Dujarric.

Sudan is two years into a war that has left tens of thousands dead and sparked devastating famine in parts of the country.

On Tuesday, paramilitary leader Mohamed Hamdan Daglo announced the formation of a rival government led by his Rapid Support Forces, leading to fears that the country could be split in two.

"The formation of a parallel government would not bring Sudan any closer to a resolution of the conflict, which can only be achieved through meaningful, inclusive dialogue," said Dujarric.

The spokesman said that "preserving Sudan's unity, sovereignty and territorial integrity" was crucial to long-term stability.

Dujarric added that there was a need to end the conflict "and establish acceptable transitional arrangements."

At least 8,000 people were reported missing in war-ravaged Sudan in 2024, the International Committee of the Red Cross (ICRC) said on Wednesday, adding that the figure is just "the tip of the iceberg".

"These are just the cases we have collected directly," Daniel O'Malley, head of the ICRC delegation in Sudan, told AFP. "We know this is just a small percentage -- the tip of the iceberg -- of the whole caseload of missing."
