Speaking to the Middle East News Agency (MENA) on Wednesday, Ambassador Amer said the visit includes launching the Egypt–Greece High-Level Cooperation Council, which will "qualitatively elevate " political and economic ties between the two nations.
He pointed to long-standing historical and geographic ties between the two nations as the basis for a partnership and cooperation in various sectors, which he described as “comprehensive” and “strategic."
Ambassador Amer cited Greek Prime Minister Kyriakos Mitsotakis’s choice of Egypt for his first Middle East visit following his July 2023 re-election.
He added that this was followed by his participation in the Cairo Peace Summit in October of that year and the launch of the EU–Egypt Comprehensive Strategic Partnership.
During El-Sisi's visit, several memoranda of understanding are expected to be signed in areas including culture, maritime shipping, telecommunications, and IT.
A joint declaration will also commemorate the HCC’s first session.
Economic and energy cooperation
Bilateral trade between the two nations rose to €2 billion in 2024, up from €1.925 billion the previous year, with Egypt posting a €344 million trade surplus.
Greek investment in Egypt totalled €225 million as of February 2025, spanning 226 companies.
Egyptian investment in Greece, mainly in real estate, reached €38 million.
Meanwhile, Energy cooperation between the two countries has continued to expand.
The two countries also signed a deal to fund feasibility studies for the GREGY interconnection project, which aims to export Egyptian clean energy to Europe.
The project was listed by the EU as a project of common interest in late 2023, unlocking funding support.
In April 2025, the EBRD signed a grant agreement with Copelouzos Group’s ELICA INTERCONNECTOR to fund initial studies.
Egypt and Greece also collaborate in the energy field as member states in the East Mediterranean Gas Forum.
Regional coordination
Ambassador Amer highlighted to MENA a strong alignment on regional issues between Cairo and Athens, especially on Libya and Gaza.
He said Greece supports Egypt’s positions and praised Cairo’s diplomatic and humanitarian efforts in Gaza, including its reconstruction plan.
Greece participated in the Cairo Peace Summit in October 2023 and a ministerial conference on humanitarian aid for Gaza (December 2024).
On Libya, Amer said Greece remains engaged with Egypt’s position and consults regularly with Cairo.
A bilateral migration agreement has enabled 5,000 Egyptian agricultural workers to work in Greece through a structured seasonal scheme legally.
Trilateral platform with Cyprus
Amer also emphasized to MENA the importance of the trilateral cooperation mechanism with Greece and Cyprus, which was launched in 2014 and is now in its tenth round.
He described the platform as a key vehicle for political, economic, and military coordination between the three countries in the Eastern Mediterranean amid regional instability and energy security concerns.
He also highlighted the cultural initiative Nostos: Reviving Roots, launched in 2018 to reconnect Greeks and Cypriots with their Egyptian roots.
The mechanism has been elevated to the foreign minister level, with regular consultations among the three countries.
Ambassador Amer said joint summit statements consistently reflect Egypt’s broader regional role and growing alignment with European partners.
