Egypt to increase Takaful & Karama budget to EGP 55 bln in FY2025/2026

Prime Minister Mostafa Madbouly stated that allocations for the Takaful and Karama programme reached approximately EGP 41 billion in the fiscal year (FY) 2024/2025, up from around EGP 24 billion in FY2023/2024, and will rise to nearly EGP 55 billion in FY2025/2026.

PM Madbouly made his remarks during his speech at the celebration marking the 10th anniversary of the Takaful and Karama social protection programme.

According to a cabinet statement, he said this amount, which equals Egypt's total spending on all cash support programmes from 2011 to 2017, is now allocated to the Takaful and Karama programme in one year.

The Takaful and Karama programme started in 2015 with 1.7 million beneficiary families.

Over the past decade, it has served 7.7 million families, with three million exiting the programme due to improved conditions, according to a separate statement by the Ministry of Social Solidarity.

As of today, 4.7 million families continue to benefit from conditional cash transfers and a broader protection package.

This includes food subsidy programmes, exemption from school fees, educational support at the university and postgraduate levels, universal health insurance services, medical care, state-funded treatment, and the integrated services card programme for persons with disabilities.

 

"Egypt has proven beyond a shadow of a doubt that it is a welfare state, sparing no effort in supporting its citizens in the toughest circumstances," Madbouly stressed.

He said the programme's significant developments since its inception exhibit a dynamic response to local and international social and economic changes.

Social justice
 

Speaking at the event, Minister of Planning, Economic Development, and International Cooperation Rania Al-Mashat affirmed that the programme has embodied Egypt’s strong commitment to social justice and human capital investment.

She said the programme is central to the government’s strategy through 2027, with clear goals to expand the social safety net, according to a statement by the Ministry of Planning, Economic Development, and International Cooperation.

 

"The Takaful and Karama programme provides more than financial assistance; it has evolved into a comprehensive social protection model, integrating healthcare and education while reinforcing sustainability and dignity," she stated.

Al-Mashat indicated that since the programme’s launch in 2015, Egypt has secured technical support and concessional development financing from the World Bank amounting to $1.4 billion (equivalent to EGP 70 billion) to ensure sustainability in social protection efforts.

Moreover, she highlighted that the FY2025/2026 budget includes significant allocations to various aspects of social spending and support for low-income groups through effective programmes and initiatives.

She revealed that the new budget allocates about EGP 732.6 billion for social protection.

Minister Al-Mashat also stressed that human development is a top priority in the upcoming economic and social development plan.

Public investment in this area has reached EGP 327 billion, up from EGP 268 billion in FY2024/2025, a 22 percent growth.

According to the statement, human development will account for 45.3 percent of total government investments in FY2025/2026, compared to 42 percent in FY2024/2025.
