Focused on upgrading rural infrastructure and services, the initiative has spent EGP 302 billion (approximately $6.3 billion) of its total EGP 350 billion budget to date.
These funds have supported over 23,000 projects across 1,477 villages, benefiting 18 million residents in 52 centres across 20 rural governorates. Upper Egypt’s governorates received 68 percent of the first-phase funding, accounting for 61 percent of total beneficiaries.
The cabinet data indicated that over 70 percent of allocations in this phase are dedicated to human development projects. Completion is expected during the 2025/26 fiscal year.
Implemented projects have already resulted in a 58 percent increase in sanitation service subscribers and a 14 percent rise in access to drinking water. Subscriptions to natural gas services have surged by 366 percent, while high-speed internet usage has grown by 45 percent.
Launched by President Abdel-Fattah El-Sisi in January 2019, Decent Life officially began its first phase in July 2021. Its goal is to improve living standards in Egypt’s most underserved rural areas by enhancing access to essential services.
The second phase, expected to begin soon, will target 21.4 million beneficiaries in 1,667 villages across 52 centres in 20 of Egypt’s 27 governorates.
Planned targets include the construction or development of:
- 4,115 schools and 12,565 classrooms
- 55 hospitals and 854 health units
- 493 emergency medical service points
Additionally, the initiative will include rehabilitating 336 irrigation bridges and lining 1,654 km of irrigation canals.
