In its first report, issued by the Central Operations Room, the council said women across the 14 governorates participating in the first phase flocked to polling stations since early morning, showing “a high level of awareness, responsibility, and commitment to national duty.”
NCW President Counsellor Amal Ammar praised women’s prominent presence at the polls, saying their active participation reflects a deep understanding of the importance of political engagement and a firm belief that voting is both a civic duty and a democratic right.
“The strong turnout of women at ballot boxes today reflects their belief that participation in elections is a national duty that cannot be ignored and reaffirms their vital role in safeguarding Egypt’s stability and shaping its future,” Ammar said.

According to Rasha Mahdi, NCW member and rapporteur of the Political Participation Committee, who oversees the operations room, the first report covers observations from the early hours of voting (9am–11am).
Field teams monitored 114 centres in 803 villages, visiting 1,324 polling stations with the participation of 785 field observers from the council’s branches nationwide.
A total of 1,006 digital monitoring forms were submitted during this period.
Yasmine Zakaria, director-general of Campaigns and Awareness at the council, said initial reports confirmed that voting was proceeding smoothly and in an orderly manner.
She added that both women and men were able to access polling stations easily, with designated areas provided for senior citizens and persons with disabilities to facilitate participation.
Policewomen were present at most polling stations to help organize the entry of women voters and assist elderly participants, a measure that Zakaria said contributed to the smooth conduct of the vote.
The 20–40 age group recorded the highest voter turnout among both women and men.

The NCW also highlighted the growing role of women in managing and supervising the electoral process, noting that female judges chaired several polling stations, while others served as members of administrative and support teams.
This, it said, reflects women’s strong involvement not only as voters but also as organizers.
The council confirmed that no complaints were received through its hotline (15115) during the morning hours up to 10am.
The first phase of the 2025 House of Representatives elections is taking place on 10–11 November in 14 governorates: Sohag, Beni Suef, Beheira, Minya, Assiut, Red Sea, New Valley, Luxor, Alexandria, Matrouh, Qena, Aswan, Giza, and Fayoum.
