Karem’s remarks came as the NCHR launched its central operations room to track the second phase of the parliamentary vote, with field teams deployed across all governorates to ensure full coverage of polling stations.
According to an NCHR statement, Karem said the council aims to guarantee a safe environment for citizens to cast their ballots freely and to address any observations or violations in coordination with the relevant authorities.
Abdel-Gawad Ahmed, who oversees the operations room, said the unit works to monitor any obstacles in real time to ensure the orderly conduct of the elections across the country. The room, he added, receives direct field reports and maintains open communication channels with accredited civil society monitors, as well as complaint lines via telephone, the council’s website, and its social media platforms.
The NCHR said its monitoring mechanism tracks the electoral process according to standards of integrity and transparency, documenting complaints and observations from voters and other actors to ensure they are handled promptly and responsibly.
The statement was released as Egyptians began voting on Monday in the second phase of the 2025 parliamentary elections, which run through Tuesday across 13 governorates. A total of 1,316 candidates are contesting 141 individual seats.
