According to the Egyptian cabinet, this shall be achieved through cooperation with civil society organisations and specialised medical convoys across all governorates.

The MoU seeks to promote equitable and sustainable access to advanced digital healthcare services in most-in-need areas by developing distance diagnosis solutions through comprehensive, scalable, and digitally automated health interventions.

Implementation includes deploying mobile distance diagnosis medical units as part of medical convoys run by civil society organisations, helping reach priority groups and provide medical examinations, initial tests, treatment and awareness services.

It will also increase medical consultations and knowledge exchange, and connect specialised healthcare facilities using distance diagnosis technologies, ensuring rapid referral of critical cases, accurate diagnosis, and supporting efforts to achieve health equity and ease pressure on hospitals.

The MoU spans two years, where the ministry will oversee the preparation of digital medical units, as well as technical and operational follow-up, awareness procedures, and capacity building, in cooperation with civil society organisations.

Meanwhile, Orange Egypt, through its social responsibility programmes, commits to providing full funding for the project, including equipping the units and implementing training and awareness programmes in accordance with the highest standards of transparency and governance.

The project aligns with the state’s strategy to provide integrated digital health solutions that reach all citizens without discrimination, while considering social, economic, and environmental sustainability, thus helping reduce travel burdens, costs, and waiting times for citizens.

The project also builds on the successes of the Presidential Distance Diagnosis Initiative, which has benefited around 300,000 citizens over three years since its launch.

This partnership with Orange Egypt reflects the company’s leading social role and commitment to supporting sustainable development initiatives that serve Egyptian society and improve citizens’ quality of life.

It also represents a model of integration among government, the private sector, and civil society organisations, contributing to the ministry’s strategic objectives.

The partnership also contributes to achieving the Sustainable Development Goals, particularly Goal 3: Good Health and Well-being, thereby strengthening the establishment of a comprehensive and sustainable digital health ecosystem.

During the signing ceremony, communications and information technology minister Amr Talaat affirmed that the MoU strengthens the ministry’s efforts to leverage information technology solutions and applications to support the healthcare system and facilitate citizens’ access to high-quality medical services, especially in remote and most-in-need areas.

He highlighted the deployment of around 317 distance diagnosis units nationwide, enabling digital connectivity between central and university hospitals and health units in distant areas to provide consultations in over 100 medical specialties.

Additionally, Talaat noted that distance diagnosis technologies are among the most important applications contributing to improved accuracy and quality of medical services while reducing travel and cost burdens on citizens.

He emphasised that this partnership reflects a collaborative approach bringing together government, the private sector, and civil society organisations to advance digital transformation in the healthcare sector and maximise the benefits of modern technologies in support of Egypt’s Digital Strategy to build an inclusive and sustainable digital society.

For his part, CEO of Orange Egypt Hesham Mahran explained that the project aims to establish an integrated digital health system, while supporting medical staff through training and smart solutions to enhance service efficiency.

He reaffirmed Orange Egypt’s commitment to continuing its support for digital transformation and leveraging technology to build a more efficient healthcare system.

According to the Egyptian cabinet, the MoU is signed within the framework of the state’s “Digital Transformation for Sustainable Development” project, implemented in cooperation with the UN Development Programme (UNDP).
