Entitled ‘Policies Supporting Growth and Employment’, the second edition was launched following a community dialogue that took place in September 2025. The dialogue hosted over 100 experts, focusing on boosting job creation and the country’s economy against the backdrop of rapid changes imposed by regional and international developments.
The second edition prioritizes human development as the primary driver of economic progress. This entails focusing on improving the quality of life for Egyptian citizens. Moreover, the second edition emphasizes added value sectors and greater access to export markets to enhance the Egyptian economy's competitiveness and improve private sector participation.
Additionally, the narrative addresses achieving macroeconomic stability goals through fiscal and monetary policies. It also highlights the importance of the Suez Canal, outlining incentives for the real estate market. In addition, it addresses industrial development, local and foreign investments, foreign trade, green transition, the non-banking financial sector, and labour market efficiency.
The narrative also develops a plan to achieve Egypt's economic goals in all the previous sectors. It stipulates the performance goals for each ministry alongside the implementation of the IMF-backed National Program for Structural Reforms (NSRP) under the IMF's Extended Fund Facility (EFF).
The NSRP is a multi-phase programme that focuses on diversifying production in specific sectors, including industry, agriculture, tourism, communications and information technology, energy, water resources, and irrigation, through sustainable improvement of the economy and business environment in coordination with Egypt’s ministries and state entities. The programme has already allocated $9.5 billion in financing between 2023 and 2026 to support its budget to enhance economic stability.
