Shaath signs Gaza administration mandate in first official action

Ali Shaath, head of the National Committee for the Administration of Gaza (NCAG), signed the committee’s mandate statement on Sunday in his first official act, formally setting out its guiding principles and scope of responsibilities.

The NCAG is a newly formed transitional Palestinian technocratic body established under the United Nations Security Council (UNSC) Resolution 2803 and US President Donald Trump’s 20-point peace plan.

The committee held its inaugural meeting in Cairo on 15 January 2026, where it was formally authorized to assume civil administration and internal security responsibilities in Gaza, oversee stabilization efforts, and manage early recovery and reconstruction until the Palestinian Authority (PA) completes its reform programme.

As general commissioner, Shaath approved and signed the NCAG’s mission statement, which outlines the committee’s objectives and operational framework.

“Under UN Security Council Resolution 2803 and President Donald Trump’s peace plan, the committee is dedicated to transforming Gaza’s transitional phase into a foundation for lasting Palestinian prosperity,” the statement said.

It added that the committee would operate under the guidance of the Peace Council, chaired by Trump and with the support of the High Representative for Gaza, with a mandate to rebuild Gaza’s institutions and restore basic governance functions.

The statement said the committee’s priorities include restoring security and essential services such as electricity, water, healthcare, and education, alongside efforts to stabilize public administration.

“Operating with the highest standards of integrity and transparency, the National Committee for Gaza will work to establish a productive economy that provides equal opportunities for all, rather than unemployment,” the statement said. “We embrace peace as the path to securing genuine Palestinian rights and the right to self-determination.”

The committee expressed gratitude to President Trump for what it described as his “decisive leadership,” and praised the critical role played by regional partners—including Egypt, Qatar, and Türkiye—whose mediation and support were central to stabilizing conditions in Gaza.

The NCAG is composed of a group of Palestinian professionals and experts appointed to lead the transitional administration. Its members include:

  • Dr. Aed Yaghi, Commissioner for Health
  • Sami Nasman, Commissioner for Interior and Internal Security
  • Adnan Abu Warda, Commissioner for Justice
  • Osama Al-Saadawi, Commissioner for Lands and Housing
  • Hanaa Tarzi, Commissioner for Social Security
  • Dr. Ali Barhoum, Commissioner for Water, Utilities, and Local Authorities

The committee said commissioners have begun planning to expand humanitarian assistance, restore public services, rebuild critical infrastructure, and restructure justice and security institutions under a unified governance framework, while laying groundwork for longer-term economic recovery and self-rule in the Gaza Strip.
