Egypt parliament to debate legislation regulating children’s social media use

The House of Representatives announced in a statement on Sunday that it intends to take serious steps to study the enactment of legislation that would regulate children’s use of social media applications and platforms.

The move comes one day after President Abdel-Fattah El-Sisi urged the government and parliament to study UK and Australian laws restricting children’s use of social media.

The House of Representatives praised the state for preparing a draft law regulating children's use of social media, following the example of some countries that have banned children from using social media platforms and applications.

It stressed that this approach reflects the state’s deep awareness of the scale of the challenges facing Egypt’s children, including psychological and behavioural risks that may lead to digital addiction.

According to the statement, the state's approach also reflects its keenness on nurturing a conscious and responsible generation capable of making optimal use of social media and other modern technologies.

Moreover, the House announced that it would engage in a societal dialogue on this issue through its specialised committees. It also emphasized that it expects to receive views and proposals from all concerned state institutions and the government.

According to the statement, the government will be represented in the dialogue by Minister of Parliamentary and Legal Affairs and Political Communication Mahmoud Fawzy and Minister of Communications and Information Technology Amr Talaat.

The dialogue will also include the National Telecommunications Regulatory Authority and the National Council for Childhood and Motherhood.

The parliament’s move comes amidst wider concerns over the misuse of technology, particularly the rapid development of artificial intelligence (AI) tools, which President El-Sisi warned could be used to fabricate scenarios and incite instability.
