Profile| Mostafa Madbouly nears eight years as Egypt PM, third-longest tenure in country's history

Prime Minister Mostafa Madbouly could be assigned by President Abdel-Fattah El-Sisi to make a Cabinet reshuffle, marking eight years in office and cementing his place as Egypt’s third-longest-serving prime minister in the country's modern history, behind only Mustafa Fahmy and Atef Sedky.

The Egyptian Presidency’s official spokesperson said President El-Sisi discussed on Tuesday afternoon with Prime Minister Madbouly a cabinet reshuffle aimed at reordering executive priorities in line with domestic and external economic and political developments.

According to a presidential statement, El-Sisi stressed that the new cabinet should work toward achieving clearly defined objectives, particularly in national security and foreign policy, economic development, production, energy and food security, as well as social development and human capital building. 

Article 147 (paragraph two) of the Constitution authorizes the President of the Republic to carry out a cabinet reshuffle after consultation with the prime minister and subject to approval by the House of Representatives by an absolute majority of members present, provided this is no less than one-third of the total membership.

In parallel, the House of Representatives will hold an extraordinary session on Tuesday to consider the proposed cabinet reshuffle.

El-Sisi's meeting with Madbouly comes at a sensitive juncture, with the state emphasizing executive stability through continuity in the premiership.

Mostafa Madbouly has served as Prime Minister since 2018, reflecting presidential confidence in his management of complex files and his ability to coordinate state institutions amid successive regional and international economic challenges.

Madbouly, 60, was appointed by President El-Sisi in June 2018 as Prime Minister to succeed Sherif Ismail.

Mustafa Fahmy (1840-1914) remains the longest-serving prime minister, having held office for nearly 15 years across two terms, the first under Khedive Tewfik (1891-1893) and the second under Khedive Abbas Helmi II (1895-1908).

Atef Sedky (1930-2005) ranks second, serving for around ten years, from November 1986 to January 1996, under the late President Hosni Mubarak.

Academic background
 

According to the Egyptian cabinet, Madbouly holds several academic degrees in architecture, including a Bachelor of Architecture in 1988 and a Master’s in Architecture (City Planning Specialization) in 1992, both from the Faculty of Engineering at Cairo University.

He also earned a Diploma in Advanced Studies in Urban Planning (Urban Management), Institute of Housing and Urban Development Studies in Rotterdam, The Netherlands, in 1993.

In 1997, Madbouly earned a PhD in Architecture from the Faculty of Engineering at Cairo University, under the joint supervision of the Institute of National Regional and Urban Planning and the Faculty of Architecture, University of Karlsruhe, Germany.

Professional career
 

Mostafa Madbouly began his professional career at the Ministry of Housing, Utilities, and Urban Communities, climbing to the position of Executive Director of the Institute of Training and Urban Studies of the Construction and Housing Research Centre, a position he held from 2000 to 2004.

Madbouly served as board chair of the ministry’s General Authority for Urban Planning (GAUP) for regional planning and research studies (2007-2008), delegated GAUP’s chair (2008-2009), and served as the GAUP’s chairperson (2009-2011).

Between 2012 and 2014, he served as Regional Director for the Arab Countries of the UN Human Settlements Programme, UN-Habitat, before becoming Minister of Housing, Utilities, and Urban Communities, a position he held from 2014 to 2018.

Before forming his government in 2018, Madbouly was delegated by President El-Sisi to assume the duties of acting prime minister during the medical treatment of then-Prime Minister Ismail, from November 2017 to January 2018.

National achievements
 

Since taking office, Madbouly has overseen the implementation of key social programmes. He ensured that the Takaful & Karama social protection program extends adequate financial aid to vulnerable families nationwide.

He also supervised the implementation of Haya Karima (Decent Life), coordinating efforts between ministries, local governments, and community organisations to improve infrastructure and provide essential services in rural and underserved areas.

In addition, Madbouly has supervised the establishment of numerous developmental and economic projects nationwide, including new cities, industrial zones, and infrastructure initiatives, aimed at boosting investment, creating jobs, and supporting sustainable growth.
