President El-Sisi meets PM Madbouly as cabinet reshuffle looms

President Abdel-Fattah El-Sisi met Prime Minister Mostafa Madbouly on Tuesday to discuss a potential cabinet reshuffle, according to the presidency.

The talks focused on restructuring the current government lineup as part of a broader effort to align its work with updated national priorities, Presidential Spokesman Ambassador Mohamed El-Shennawy said. 

According to the spokesman, President El-Sisi emphasized that the government, in its new formation, must work toward clearly defined objectives across key areas, including national security and foreign policy, economic development, production, energy and food security, and social and human development.

El-Sisi also assigned new mandates to the government consistent with the objectives of the planned reshuffle, El-Shennawy added.

The House of Representatives is scheduled to hold a general session later on Tuesday to consider what the parliament’s secretary-general described as “an important matter,” amid growing expectations that a cabinet reshuffle will be submitted for legislative approval.

Under Egypt’s constitution, the president may introduce a cabinet reshuffle after consulting the prime minister, provided that the House of Representatives approves the proposed changes. Traditionally, new governments are formed at the start of each parliamentary term, either through a full ministerial overhaul or a partial reshuffle covering selected portfolios.

Parliamentary sources told Ahram Online that the president, in an unprecedented step, sought MPs’ views on the nominated ministers through a roll-call vote before the oath-taking ceremony.

According to parliamentary regulations, the reshuffle process formally begins when the president notifies the House of his intention in an official letter listing the proposed ministers and affected portfolios.

The speaker presents the letter at the first session after receipt, after which it is read aloud and put to a vote as a single package. Approval requires a majority of members present, after which parliament informs the president of the outcome. Once endorsed, the new ministers are invited to take the constitutional oath.

Media reports indicate that PM Madbouly, who has led the government since June 2018, is expected to remain in office, which, if confirmed, would make this the fifth cabinet reshuffle of his premiership.

Television presenter Ahmed Mousa said consultations over which ministers would stay or leave have concluded, noting that multiple interviews were conducted with prospective nominees in recent days.

MP Mustafa Bakry also said the reshuffle had been approved under Madbouly’s leadership and would include “four major surprises.”

Bakry added that the changes are linked to performance indicators and the government’s delivery on its previous programme, and that several figures who posted strong results in earlier roles, including a governor, are expected to be promoted.

The most recent cabinet reshuffle took place in July 2024 and affected 20 ministerial portfolios.
