The accident occurred on the 30 June Axis after a heavy truck struck a passenger pickup truck, the sources said.
Emergency services rushed to the scene to carry out rescue operations.
Eighteen victims were taken to a nearby hospital morgue, while the three injured were transferred to another hospital for treatment.
The Public Prosecution has opened an investigation into the incident.
