Abdelatty said backing should go beyond short-term programmes to include structural support and sustained funding to help governments maintain services for migrants and host communities.

He made the remarks during talks in Cairo with Amy Pope, director general of the International Organization for Migration (IOM), on the sidelines of a ministerial meeting of African countries reviewing the implementation of the Global Compact for Safe, Orderly, and Regular Migration (GCM).

The meeting brought together officials from Chad, Egypt, Eswatini, Gambia, Ghana, Guinea-Bissau, Kenya, Lesotho, Malawi, Mali, Morocco, Nigeria, Rwanda, Senegal, Sierra Leone, and Zimbabwe.

Abdelatty said Egypt adopts a combined humanitarian and development approach to migration, linking it to job creation, education, and efforts to address the root causes of irregular movement.

He added that Cairo is working to expand legal labour pathways, strengthen border controls, and combat trafficking and smuggling networks.

The minister also said Egypt would present its second voluntary national review at the International Migration Review Forum in New York in 2026.

He pointed to Egypt’s ongoing aid efforts in Gaza, calling for closer coordination with United Nations (UN) agencies, including the IOM, and rejecting any measures that could lead to forced displacement.

Pope praised cooperation with Egypt, describing its role in hosting large numbers of migrants and refugees as significant, and said the organization would continue to deepen coordination with Cairo.
