The appointment, under Decree No. 166 of 2026, comes as Egypt taps senior diplomatic expertise to advise on regional and international political files.
The decree stipulates that it will be published in the Official Gazette and will take effect from the date of issuance.
Ramzy, born on 4 February 1954, previously served as Deputy Special Envoy of the UN Secretary-General for Syria, a post he assumed in September 2014.
He holds a BA in economics from the American University in Cairo (1974) and an MSc in economics from the University of Surrey in the United Kingdom (1975).
A veteran diplomat with more than four decades of experience, Ramzy has held senior roles across Egypt’s foreign ministry, the United Nations, and the League of Arab States.
He served as head of the Arab League mission in Vienna and permanent observer to the United Nations and other international organizations (2013–2014), and briefly as First Undersecretary at Egypt’s foreign ministry in 2012.
Ramzy was Egypt’s ambassador to Germany (2008–2012), following his tenure as assistant foreign minister for economic affairs and international cooperation (2007–2008).
He also served as ambassador to Austria (2003–2007), where he was Egypt’s permanent representative to the United Nations and international organizations in Vienna, and as Egypt’s governor to the International Atomic Energy Agency (IAEA), where he was vice-chairman between 2005 and 2006.
During that period, he was also Egypt’s non-resident ambassador to Slovakia and representative to the Organization for Security and Co-operation in Europe (OSCE).
Earlier in his career, Ramzy served as ambassador to Brazil (1997–2000), with concurrent accreditation to Suriname and Guyana, and held diplomatic postings in Washington, Moscow, and Egypt’s permanent mission to the United Nations in New York.
He also led Egyptian delegations to several major international forums, including the Non-Aligned Movement ministerial conference (Tehran, 2012), UNCTAD XII (Accra, 2008), and multiple UN and IAEA conferences and committees.
Ramzy has been awarded Egypt’s Order of Merit, Fifth Class, and Brazil’s Grand Cross of the Order of the Southern Cross.
