The meeting comes as Egypt seeks to deepen economic ties with Russia and attract foreign investment into strategic sectors, particularly through accelerating the Russian industrial zone in the Suez Canal Economic Zone (SCZone).
Madbouly said Cairo is keen to fast-track the launch of the Russian industrial zone and expand partnerships with Tatarstan companies, citing ongoing cooperation in truck manufacturing, petrochemicals, and tire production.
He also highlighted opportunities to localize industry, enhance workforce training, and boost technology transfer.
The prime minister reaffirmed Egypt’s commitment to its strategic partnership with Russia, both bilaterally and within frameworks such as BRICS, describing Tatarstan as one of Russia’s key industrial and agricultural centres.
He added that Egypt is looking to increase agricultural exports to Tatarstan, expand cooperation in genetic engineering and mechanization, and explore joint pharmaceutical production, including at Egypt’s “Medicine City”.
Both sides also discussed boosting tourism by increasing direct and charter flights between Kazan and Red Sea destinations, including Sharm El-Sheikh and Hurghada.
Minnikhanov said Russia is cooperating with Egypt on major projects, including the Dabaa nuclear power plant, the Russian industrial zone, and railway development, adding that Cairo is a key partner in food security and logistics.
He pointed to growing trade between Egypt and Tatarstan and highlighted opportunities for further cooperation in agriculture, food processing, automotive industries, information technology, and healthcare.
Both sides agreed to translate the outcomes of the visit into a structured action plan with a defined timeline, the cabinet said.
The visit forms part of a broader programme by Tatarstan President Rustam Minnikhanov during his trip to Egypt, which has combined political, economic, and cultural engagements aimed at deepening bilateral ties.
Minnikhanov met earlier with President Abdel-Fattah El-Sisi, where discussions focused on strengthening strategic cooperation between Egypt and Russia, with particular emphasis on industrial projects, investment, and expanding economic partnerships.
He also toured the Grand Egyptian Museum (GEM) during a visit that highlighted the cultural dimension of Egypt–Tatarstan relations and Cairo’s efforts to promote its flagship heritage projects ahead of the museum’s full opening.
In addition, Minnikhanov visited the tomb of prominent Tatar scholar Musa Jarullah in Cairo’s historic Mamluk cemetery district, a stop that carries symbolic significance and reflects longstanding religious and cultural links between Egypt and Tatarstan.
The multi-stop visit underscores a dual-track approach combining high-level political coordination with economic diplomacy and cultural outreach, as both sides seek to translate longstanding ties into expanded cooperation across industry, tourism, and heritage sectors.
