Egypt, France extend judicial cooperation between their top administrative courts

Egypt’s State Council has signed an extension to its longstanding cooperation protocol with France’s Conseil d’État, reaffirming a deep-rooted legal partnership that dates back to the establishment of Egypt’s administrative judiciary along French institutional lines.

The agreement was concluded during a formal visit to Palais-Royal, the historic headquarters of the French body, where Counselor Osama Shalaby, President of the Egyptian State Council, led a high-level delegation.

The delegation included Counselor Nasser Reda Abdel Razek, Vice President of the State Council and Secretary-General, along with members of the International Cooperation Department.

During the visit, the Egyptian delegation held extensive discussions with Didier-Roland Tabuteau, Vice President of the French Conseil d’État, and senior officials.

Talks focused on expanding cooperation in administrative justice and advancing the digital transformation of judicial systems.

An addendum extending the existing cooperation protocol was signed in the presence of Tarek Dahroug, Egypt’s Ambassador to France, underscoring both sides’ commitment to deepening legal and technical collaboration in line with evolving international standards.

The renewed framework will enable the continued implementation of joint programs, including judicial exchange and training, institutional capacity building, and cooperation on the digitalisation of justice.

It also provides for the exchange of expertise in administrative adjudication.

Officials described the extension as a significant step in strengthening international judicial relations, in line with Egypt’s broader strategy to modernize judicial work and engage with leading global experiences.

The move is expected to enhance the efficiency and quality of judicial services while supporting efforts to deliver prompt and effective justice.
