In July 2024, the Ministry of Foreign Affairs was merged with the Ministry of Emigration and Egyptian Expatriates' Affairs, which was established in 2015.
According to Prime Minister Mostafa Madbouly’s previous remarks, the emigration ministry played a very significant role, but its mandate was found to significantly overlap with that of the foreign ministry.
The following are the most prominent initiatives launched for Egyptians abroad:
The initiative allows Egyptians abroad to reserve and purchase housing units in premium locations.
Launched in cooperation with the Ministry of Housing, Utilities and Urban Communities in two phases during 2025 through March 2026.
All units offered under both phases have been fully reserved.
Launched in cooperation with the Central Bank of Egypt, the National Bank of Egypt, and Banque Misr, to facilitate opening bank accounts and ease remittances in foreign currencies to Egypt.
It allows Egyptians abroad to open accounts in either bank and is currently implemented in 61 countries with 81 diplomatic and consular missions for the National Bank of Egypt, and in 52 countries with 73 missions for Banque Misr.
This initiative will enable customers to authenticate their signatures on data update forms in Egyptian banks through Egyptian diplomatic or consular missions abroad.
Launched in cooperation with the Egyptian Countryside Development Company, the initiative allocates reclaimed agricultural land to Egyptians abroad to encourage agricultural investment under facilitated conditions, with payment in foreign currency.
The first-phase area (7,600 feddans) has been fully reserved, and coordination is ongoing to launch the second phase in 2027.
Launched in cooperation with the Financial Regulatory Authority, this initiative provides insurance coverage for repatriating remains or paying the cost to their heirs. The annual subscription is EGP 245.
The initiative has been in effect since 1 July, 2025.
Launched in cooperation with the Ministry of Education and Technical Education, this initiative provides educational services and interactive digital classes for Egyptian students abroad.
A temporary free pilot phase began on 28 January 2026, for Egyptian students in the UAE, Bahrain, Kuwait, Qatar, Oman, Greece, Romania, France, and Italy.
The full platform is expected to launch before the 2026 academic year.
- “Your University in Egypt”
Launched in cooperation with the Ministry of Higher Education and Scientific Research and several national and private universities, the initiative aims to provide partial scholarships and tuition discounts for Egyptian students abroad wishing to pursue higher education in Egypt.
- “Your Treatment in Egypt”
The initiative aims to launch a healthcare services platform for Egyptians abroad.
It will be rolled out soon under a cooperation protocol signed with the Ministry of Health and Population.
This presidential initiative provides interactive educational programmes for Egyptian children abroad (aged 3–18), aimed at strengthening their connection to Egypt and familiarising them with national symbols, history, and modern achievements via social media platforms.
Work is also under way with the education ministry to expand the initiative with interactive digital Arabic-language classes.
Designed to enhance engagement with Egyptians abroad, this initiative serves as an interactive dialogue platform connecting them with prominent Egyptian figures, including politicians, intellectuals, artists, athletes and business leaders.
It hosts regular digital discussions on culture, cinema, literature, arts, politics, the economy, tourism, heritage, sports and social affairs, aiming to keep Egyptians abroad informed about developments in Egypt.
