They facilitated tax-free car imports for ineligible individuals by issuing them forged special needs integrated services cards, added the statement.
The ACA conducted its investigation in cooperation with the social solidarity ministry.
The prosecution remanded the accused to pre-trial detention pending investigations.
Authorities confiscated a large number of illegally issued integrated service cards, national IDs, fake medical reports, and a printing press used in the forgery operation, according to the statement.
A large quantity of cash and foreign currency were seized, added the ACA.
This is the second such major bust by the ACA of government employees in a corruption case in under a week.
On Thursday, the ACA announced the arrest of 18 officials from the Ministry of Civil Aviation for their alleged involvement in illicit foreign currency trading, embezzlement, profiteering, and misappropriation of public funds.
