Prosecutors initiated inquiries after receiving a complaint from the Administrative Control Authority (ACA), which alleged a series of irregularities by the private company contracted to manage the promenade.

Investigators first questioned the ACA official who filed the complaint. The official stated that the operating company made substantive changes that violated the project’s engineering designs.

These changes reportedly included expanding areas allocated to commercial activities and encroaching on pedestrian space, which runs contrary to the state’s vision of the promenade as a national recreational project for citizens.

The complaint also cited several other financial and operational violations, according to the statement.

The prosecution also questioned a senior official at the New Urban Communities Authority, the project’s owner, about the reported breaches.

It has ordered a panel of experts on illicit gains and public funds to examine the alleged violations, determine their nature and identify those responsible, and to prepare a detailed report of its findings as a matter of urgency.

Inaugurated in March 2022, Ahl Masr Walkway (“Mamsha Ahl Masr”) was implemented over 1.8 kilometres, from the 15 May Bridge to Imbaba Bridge, at a total cost of EGP 585 million.
