The GERD technical committee talks between Egypt, Sudan, and Ethiopia on the governing rules of filling and operating the mega-dam were revived in the summer to reach an agreement by the end of the year.

This is the third round of talks between the three countries since the revival of the talks.

The three parties began the first leg of the negotiations in Cairo on 27-28 August.

The second round was held in Addis Ababa on 23 September.

The Egyptian government said the first two rounds showed no change in the Ethiopian stance.

Egypt seeks a "just and balanced" agreement that ensures its water security and the interests of Ethiopia and Sudan, according to Egyptian Minister of Irrigation and Water Sources Hany Sewilam.

The recently revived talks are the first since negotiations sponsored by the African Union collapsed in April 2021.
